Well, because as well as the 32 numbers there is always the zeros too. If you bet on every single place on the board you will lose money still. The table always favors the house. The zeros were added to give the house an advantage. If you bet on black or red, there is no way you can get the zeros, so its slightly less than a 50% chance.
